+Default here is Anyone to create, modify, delete and read. In your brand new dokuwiki installation, visit your domain/install.php.
+I erased this persons "Superuser" name, but please do put something in there for your first user. That will be the admin user. Uncheck allow people to create users. Drop down menu to Everyone read, Users create edit delete. Hit save, then email me and I'll get rid of the install.php

 **Q:** Seems have full access (editable) by everybody. Is that right? Seems like it should be editable only after login.
 **A:** Correct. Dokuwiki is default open and editable by ALL. If you'd like to change this, log in with the account you created. You should have an Admin button at the top.

 You can check your own user and access from Admin > User Manager. I'm "drew" and my groups are admin, and user.

 go to Admin > Configuration Settings. It's a long page, probably 6 screens long or so. I did a ctrl-F to find "regis" and that will run you down to "disableactions" Disable Dokuwiki Actions, tick the Register box, like I've done here.

+**A:** I found a FAQ that said to make authentication changes in conf/local.php and not in conf/dokuwiki.php. So I added the
+$conf['useacl']      = 1;   and the   $conf['superuser']   = 'admin'; to the local.php.dist file then removed the .dist and the admin button popped up on login!
